ANALYSIS OF FUNDEB REVENUES AND RESOURCE VISIBILITY IN SIOPE

This study analyzes the effects of increasing the weighting factor for Youth and Adult Education (EJA) within the scope of the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (FUNDEB). It also examines the visibility of resources allocated to this educational modality in the reports of the Information System on Public Budgets in Education (SIOPE). The research is characterized as bibliographical, documentary, and qualitative in approach, utilizing educational legislation, normative documents, and financial data extracted from SIOPE regarding the municipalities of Acarape, Aracoiaba, Aratuba, Barreira, Baturité, Mulungu, and Palmácia, located in the Maciço de Baturité region, Ceará. The timeframe covers the years 2023, 2024, and 2025, a period following the increase of the EJA weighting factor to 1. We conclude that, although the modality has expanded its participation in the FUNDEB distribution criteria, a gap in the transparency of financial information remains, compromising the monitoring, social control, and evaluation of public policies aimed at EJA.
